Selected Topics in Paratransit Eligibility: Conditional Eligibility

On February 5th, 2008, as part of Easter Seals Project ACTION’s Distance Learning Seminar Series, Karen Hoesch, Executive Director of ACCESS Transportation Systems, (Pittsburgh, Pa.) discussed what conditional eligibility is and detailed the steps that are needed to be taken to successfully implement conditional eligibility. (Note: The eligibility of individual paratransit applicants was not addressed at this event.)

Session description:

Ms. Hoesch’s presentation addressed the following questions:

  • What is conditional eligibility for ADA complementary paratransit?
  • How can a transit provider involve people with disabilities and advocates in designing the eligibility process?
  • What steps need to be taken to successfully implement conditional eligibility?

(Note: The eligibility of individual paratransit applicants was not addressed during this event.). 

Meet the presenter:

Karen Hoesch has been at ACCESS since 1979 and has seen the program grow from a system which provided 133,000 rides per year to the current large coordinated system providing 1.8 million rides annually. Ms. Hoesch has done extensive national training and technical assistance for many transit systems in the area of ADA eligibility, and has had the opportunity to work with Project ACTION for 10 years, including the development of several products concerning ADA eligibility.

She has served as an instructor for the National Transit Institute course “Comprehensive ADA Eligibility Determinations” since 1996. As director of ACCESS, she oversees the large brokerage, which includes 10 service providers, 430 vehicles, over 100 sponsoring agencies and door-to-door service in excess of ADA minimums.
